What makes you think he was 'just lagging'?
How do you know that it's just a 'sub-par'? There are tons of servers that advertise themselves as only SG.
Anti-Cheat is extremely unstable, unreliable and reacts to the smallest of things. You're better off not even installing it.

Lacking extremely in character development.
Fast paced.
Grammatical mistakes.
Some detail would be nice(What did "The Market" feel like? Did it have a significant smell? Did the crowd whisper as he passed?).
Capitalization.
Questions like :
Was the wall so thin that one cannon could easily break it down?
Was the attack really so unorganized?
Why did the barbarians attack?
What did the prince do while the knights were fighting?
What were the important buildings?
Why does he need to know his fortune?
What exactly are the important buildings?
etc.

This website will delete your minecraft server if no one is on it for 1 hour
And to answer your question Imacreeper I had a small 256mb server but it wont handle forge as forge requires 1GB
