Hello! My name is DynamicPeach38 and I code in Java amateurishly. I do, though, have great experience in handling most any modern plugins and am an expert in permissions for them. If you are more interested in my plugins ability, I can share some of my WIP plugins with you in private.

Try essentials or a permissions plugin that works with mobs, and disable all their attacking abilities. That should take care of your problem.
