Racer the thing about bukkit servers is that if you're using a slow computer to host don't put like 30 plugins into it. It lags like crazy. Put only the ones you NEED and a few that you want. (i.e. RPG/iConomy/etc.)

SERVER PLUGINS
-essentials -Enhanced server commands
-HawkEye -Anti-greif tool. Let's you see who greifed and rolls it back.
-permissionsEX -Allows you to have multiple ranks all with a set of different commands.
ENHANCED PLAY PLUGINS
-towny -Don't use if you have factions. Allows you to have towns and go to war with other towns
-factions -exactly what towny is except just factions not towns. Also abit more complicated
-iConomy -In game money. I strongley recommend this.
-vault -manages plugins. Is required for many.
-Chest and sign shop -Let's you have shops
That's pretty much your basic list!
Though deathpool87 said tempban as a plugin. With essentials it already includes ban and tempban so you don't need that.
