I think minecraft will end up dying off faster within the next 2-3 years. With a bunch of new open world games coming out and becoming better and more popular; unfortunately I think it is the beginning of the end for minecraft. I don't see the servers today, that i remember seeing from 1.2-1.5. I remember being able to find lots of good populated servers with dedicated players. Now i find it hard to find that. You of course have you mini games servers that dominate the community. But I miss those servers that had 60-100 dedicated players on at a time in a survival economy mode. So, I think Minecraft is starting to fade. I hope i am wrong, and their future updates will keep players coming and maybe revive minecraft. But who knows. We will see.

check your frame-rate settings. Options>Video settings> then at the top left see max framrate, slide it to max.

Do you know of another plugin like those two? I haven't seen any that are similar.

Even if that did work, I would want to run the latest version of minecraft.

That sounds smexy, but in the end it's gonna depend on your budget.

I wouldn't buy an AMD, get Intel. Also make sure that you have a compatible motherboard with your processor. (If getting intel, I'm not entirely familiar with AMD) The motherboard should say under the processor something along the lines of LGA 1150, 1152, etc. Make sure you get a processor that will go with. I just bought an i7 4790k 4 GHz LGA 1150.

Also the video card could be a little better depending on your budget. However, you might end up getting that gtx 750 and then wanting more power. I have a gtx 950 and it runs just about everything pretty well. However my frames with shaders isn't as good as i'd like it. (That's why i bought the i7 )

If you really want to go hard core, get some ram with ddr4 or higher, again make sure your motherboard you get is compatible with it.

I like to see servers dedicated to a survival/towny mix, with a player built economy.

That is under the towny category, I incorporated that into towny since they sometimes will go together.
