Personally, I find that it's really the skin base itself. If the skin was ugly before shading (e.g., those extremely popular overly reproduced teenage girl/boy skins.) it's going to look ugly after shading.
Of course, all skins need a little shading, but personally I find that overly shaded skins just look blocky, and way too contrasted.
