Yes, the server is open and the port checker still says that it is closed

I allowed it through the firewall as you said how to do, I check to see if I could join off of my public ip and I still couldn't I got "java.net.ConnectException: Connection refused: no further information: "

Have you restarted your server since you port forwarded?
and is your friend trying to connect to the ip that shows up when you go to http://www.whatsmyip.org/

All I see is a button at the stop of the port custom service is Apply, and I have chosen that and it still has not allowed it to work

I created a new rule in my firewall to allow Minecraft in and out, is that what you're talking about?

Oh my bad, yes I do. After I type in all the other things I choose the name of my laptop and also check that it is the correct IPv4

I'm try to make the server so my friends don't have to be on my same wi-fi, they can be at their house and me at mine.

The server is running and it says closed
