It really depends if you want your server to be a casual peaceful one or maybe you want to add some sort of PVP aspect to it
-Mods that I recommend for peaceful:
-Mekanism (and the Mekanism Generators module) (I have doubts youll add this since you stated no Industrialcraft)
-JurassiCraft
-Generally some sort of Adventure type mod
-OpenBlocks
-Actual Additions
-Thermal Expansions
-On the other hand,if you want some sort of PVP aspects it,then I recommended getting the ICBM - Classic mod.
