It doesn't seem like you are up to date with bedrock addons, they aren't actually just behavior modifications anymore. They have official support for adding new blocks, items, entities, biomes, world generation, mob spawning rules. (that can be quite complex, more than datapacks) Datapacks can technically have new blocks and items, but it's very complex and incredibly limited.
