I'd say make them only spawn in forests and have phantom nests. They would have phantom eggs in the nests that would hatch every three nights, also adding baby phantoms. Maybe they could rarely drop a phantom heart which if you added it to a beacon you'd get the slow falling effect when around the beacon.
