What plugins are the best for my server? It depends on what you're going to make your server like. If you're planning on having Clans, try the Factions plugin. Make sure you get Essentials as it adds basic, useful functions to the server.
What plugins protect the best from hackers and griefers? No plugin 100% prevents griefers from griefing as they can social engineer there way into you trusting them to get Admin then griefing. There are plugins that HELP combat griefing and hacking. Get NoCheatPlus, it gives warnings to Admins or ranks that have the permission to get warnings. You still need to pay attention to your players as there are ways to bypass plugins such as NoCheatPlus.

Is there a plugin that will make my name say 'Owner' in front of it? GroupManager is a good permissions plugin as I find it easy to use. There's also PermissionsEx, it's the only other one I have experience with. There are probably plenty more.
Is there a way everyone who plays will have the same tech pack as me? Google "how to set a server texture pack". It will make it so players can download the texture pack and have it automatically install when they join the server, but they can choose not to use it.
What is the difference beetween the 'IP adress' and the port? The IP adress includes the port. What I think you mean by IP address would be a number like: "12.345.678.912" or a IP that goes through a DNS (Domain Name Server) could look like "superfunserver.net". A port is the numbers that follow the IP, you might not need to type the port if it is "25565". A complete IP could possibly look like this "12.345.678.912:25565" or "superfunserver.net:25565".
