Your APU is better than my laptop, and I can get a stable 30 FPS. Try turning ALL your settings waaaayyy down, make sure things like antialiasing are off, turn off some animations, make and use the default texurepack. If that doesn't help, you should try shutting down some background programs. Sounds like more than a hardware problem.
