I'm happy you were able to get it going! Any perms plugin is usually pretty good, I personally use luckperms just because it gives me a clear layout of all the perms assigned to each user/group, that way I don't have to go off memory or dig through configs.

Reading through your config, I can't really find any problems there, though I am no professional, but you may have some missing permission nodes if you're not able to claim a plot in a town.
The perm nodes can be found here.
The perms I was looking through were the plot nodes and the town nodes. I hope this at the very least guides you towards the right solution.
