You only need two lines(note that this uses 2GB of RAM, you may need to adjust based on the RAM in your PC):

java -Xmx2G -jar minecraft_server.jar -o true

Are you trying to use mc.rotc.com as your server IP? You need to bind your server to your IP and (in your domain control panel) make an A-Record that points "mc" to your IP. Note that if you are home-hosting, you'll need to point your A-Record to your EXTERNAL IP(whatismyip.com), and (in your router) port forward your server's port to your INTERNAL IP.
