Yeah, the PvP resource pack spam is a bit out of hand. It's typically the same culprits who reupload slight recolors of their existing packs. I'm personally a survival only player, so these types of packs are pretty uninteresting to me.
Also, as a sidenote, resource packs that boost FPS should only be of 8x resolution or lower, since Minecraft blocks and items typically have a resolution of 16x in vanilla...
