Bedrock mods aren't real mods, they really are more comparable to a data pack with a resource pack or so, it's not really modifiying the game in the same way that a Java mod does.
Bedrock mods also can't be as big as some java mods are, look at all the engineering/mechanical mods, the ones with new dimensions, ones that add a new way of playing like Pixelmon (I know there are bedrock "mods" for Pokemon, but they are nowhere to the level of Pixelmon) and things like that.
Bedrock can definitely be used to create some awesome things but it is severly limited compared to Java mods, which can change and/or add practically everything and anything.
