I think it's totally fine honestly, I wouldn't be upset if someone used my skin as inspiration for their own, or used mine as a reference to see where things go or line up!
It only becomes bad when you completely draw over an artists design, give no credit, and call it your own while only changing a few things, and then release it to the public. There is a big difference between inspiration/reference and plagiarism.
