you dont need to allow it in regions , There are permissions for the signs that you have to add to the ranks of your choice that you want them to be allowed for example if you wanted Default to have the permissions to buy or sell stuff use these permissions , Below i will put multiple ones they are self explanatory like disposal signs etc...

essentials.signs.disposal.use
essentials.signs.enchant.use
essentials.signs.heal.use
essentials.signs.kit.use
(if the kits sign permission i gave you doesn't work add an S after kit before .use
now if you wanted to add kit permissions , which this you can probably find on the internet through videos you would do for example for a kit named "starter"
