-ATOM-Try this method:
Allow it to upload for a while. Once the wait is done, close the tab and open a new one, this time directing to your Skin Submissions. You will see your skin submission (the submission whose uploading process duration was long). Click that submission and hit Save. It will lead you to your skin as a live submission.
I cannot promise that this works but it has worked for me every time this issue happens.
