Yeah that is a classic out of memory error.

If you purchase lets say a VPS or cloud server and run your server that way, you would have all the freedom you could possibly need. Just make sure if you go that way that they use KVM and run on SSD storage.

Some ISP will provide you with a static IP for a few $ extra per month so may want to ask your ISP.

Really does look like a permissions issue to me. Go over them very well to make sure.
