You will not be able to get a PC that will be able to play games such as GTA for your price. If you are able to pay 350 you could get a 6 core AMD CPU as it will be able to play the games you want. you would get a different in games using a I5 or I7 CPU but it is out of your price range. You could get a GTX 960 4GB and be able to play GTA medium - high
8GB RAM is good enough for you but will be expensive going for the high speed brand such as 1866mhz or 2400mhz.
This PC may be good enough for you but after buying it you could always upgrade the part's your self You will need to buy a 64bit OS disc such as windows 10
It's not hard just order it online and insert the disc

I have heard a few people talking about java but they have mentioned that it is slow, but I would only make a few small program's so I guess java is my way forward till I'm capable enough of learning C++
