Seems like a really good concept, but I think you should talk more about the rebellion stuff. You know we're going to have trolls and such trying to assassinate the mayor left and right, so maybe someone needs to organize rebellions to actually change the chain of command? Like if someone from that rebellion kills the mayor, the leader of the rebellion becomes the leader and is allowed to change the government to their will? Also, as the rebellion will need a place to operate from, maybe the police get a % change of getting the coordinates of the base when they walk within X blocks of it, (if that's possible that is), and if the base is found by a person who isn't in the rebellion, the rebellion is disbanded?
Again, this is a really good concept for a server, and I really look foreword to see what you can do with it
