I would look up forge's support email and ask them for assistance. They might be able to help you with this problem, or maybe it is that forge is too much for your computer which i acutely wouldn't suspect but I still would recommend asking forge support for help.
this happened to me once but i have a mac what i did is i just re-downloaded the launcher and now I've been able to play minecraft when ever i want to play id try this method first then look if you have a virus detector and allow it to go to minecraft.net to play
