That is really interesting according to this ( http://www.massivecraft.com/factions-owner#permissions ) /f admin is false on default. Short answer would be factions.admin: false

what version of world edit are you running? Speaking just from my own experience I had issues with chest items during copy and paste but once I upgraded it worked.

If you dont like world guard I guess build a wall around the extra safezone around your spawn. I still suggest world guard though.

maybe checking your log and try to match the ips to someones login ip might help you find out who it is.

I would suggest you post of server advertising sites ( ex: MineServers.com , Vote4MC.com ) since you would be posting new server that is a easy way to get people to at least try you server. Also what kind of server is it ? What do you have to do that makes your server interesting having a good mix of plugins will help people stay on your server.

Another suggestion I have my /op command requires a password so that way just in case someone who you do trust gets hacked they still wont be able to op themselves.

I am not sure what version of essentials you are running but social spy was mentioned in there upgrade notes so I suggest upgrading to it if you haven't already

If you are looking for a minecraft host fragnet is a great choice, there cheapest package is 13.20 a month you can us bukkit. There customer support is amazing and very helpful. Fragnet is super helpful with staff that always reply in a fast manner.
The cheapest package they have is 13.20 a month unlimited plugins and it will support 20 players.
Also you can save a chunk of change buy prepaying.
As for ip you buy you own custom ip for 10 dollars for a whole year or your ip can be something like server.mcfrag.net
