A nice looking skin maker is nova skin. It gives you a 3D view of your character while you edit the way it looks. There is also an option to go into a 2D editor which opens up an interface similar to paint. You can also download your finished product here. Link:

I did not actually go test these makers, I just took a quick glace at them to see what they were all about.
