Still need help with computercraft? I can go one up from the passcode apartment doors and impliment a keycard generator that will be centrilized and will store all the information about the owner of the apartment both on the card and the main computer, the data can be rewritten if the owner returns his card.
The T.V's showing the news I can also do utilizing the rednet and http api's although you will need to modify the CC_mod_Computercraft.cfg file in the config folder and increase the wireless modem range (by default its 64 blocks but 16 blocks in the rain) I suggest changing it to 255 block on both but this can all be achieved relitively easily if you still need the help.
