You should make a one command for it. It would be better to let people integrate it easily in their own world.

Hi dude. I don't know what's your level in command blocks. Are you a multilingual team ?
I may be interested depending what you do.

I will join you on skype but can't you use a better vocal communication software like mumble or teamspeak ?

A plugin is overriding minecraft vanilla command on your server.

Use the command /minecraft:kill @e[type=Zombie,r=50]

For a more permanent solution it depends from the server you're using.
For spigot you have in spigot.yml a way to make command blocks using vanilla commands instead of plugins commands.

First of all did you googled this: https://www.google.fr/search?q=region+chat&ie=utf-8&oe=utf-8&gws_rd=cr&ei=NFPUVbjqO4G8UJSEvagC#q=minecraft+region+chat

There was a plugin now outdated name RegionChat but apparently Essentials can do this using a radius: http://www.minecraftforum.net/forums/support/server-support/2264329-region-chat-plugins-similar-to-worldguard-send

Else I think combining worldguard and herochat may be an option... I'm realy not shure of that last one.
