I'd have to say its a definite nay
It isn't clean enough for my liking and despite it obviously being a simple cartoony pack I find the shading leaves much to be desired - cartoony doesn't mean you can cut down on the shading as much as you seem to have (Yes, yes someone make a comment about the noise used in my first skins I know you want to) it means you may get away with less but it should still be present.
The textures don't really have much going for them either. The hue changes in the cobble are messy and the bedrock (?) texture has the same issue. The placement of each part of the texture seems messy because of how you've done it (pebbles in the dirt for example are too obvious) and the tiling isn't great. I can clearly see where a block begins and ends which is something I don't want to be able to do when I use a pack.
To be honest with you many packs do this "cartoony" look better than you. The most obvious examples are sphax and chromahills but I suppose that's down to personal taste.
