    Resources needed depends on how many plugins you will have on the server and how many people you plan to have on the server. Also note that if you are trying to host this server on your home network, internet speed become a factor since most Minecraft hosting sites provide good speeds with the service.

    If you are starting the server with no members or anything, I would recommend sticking with maybe 2GB of RAM, than adding more as you develop your server and get more people in.

    Good base plugins to start with. I know Multiverse still works on most Minecraft versions but I would recommend checking out MyWorlds. I am a long time user of Multiverse and decided to find an alternative from Multiverse due to minor issues with it and the fact that they always seem to be pretty behind in updates.

    As far as server running goes, the biggest tip I can give is make sure you keep server running fun for yourself. Running servers is way different now than it was back when I ran servers in the beta years of Minecraft (I've ran a few servers after too). It's hard to pull people in without additional legwork outside of the server and only advertising on Minecraft "ad" sites. There going to be times where you don't get new people in the server, and the ones you do have may stray after a bit of time. So keeping it fun for yourself is key to keeping it going.

    The other tip I will give is always improve on what you have on the server. Add new features, tweak older features, listen to member feedback even if you have no intentions to add features a few may mention. Keeping the server fresh will keep current members interest in your server.

    I have to double check, but if memory serves me right, you have to remove the world prefix from whatever chat plugin you use. I can try and double check later if that isn't it.

    Could you possibly provide a copy of your paper.yml so we can see what was entered? At a glance, it seems there may be an issue with the format of your config.

    Sorry for what may be a few "dumb" questions, but trying to get an idea on the situation. Could you provide which OS you are using and maybe the rest of your PC specs for reference.

    I see you mentioned turning off anti-aliasing to see if that corrects it, but have you tried adjusting any of the other video settings to see if that helps? I would also recommend trying to run Minecraft as administrator if you haven't already tried that, or even re-install Minecraft?
