It doesn't work because of the custom name, Mojang changed the format to all custom names in 18w01a they now need to be JSON compliant. Rather make your code like this:
/summon minecraft:fireball ~ ~ ~ {CustomName:"{\"text\":\"Bullet\"}",direction:[0.0d,0.0d,0.0d]}
