No, making money from a hobby should not be the goal whatsoever.
The key word in there is "hobby".
If you actually enjoy doing graphic design then it shouldn't matter if you are making money or not.
As long as you are having fun doing what you love it shouldn't matter.

What I am trying to say is he should be more focused about how to improve his artwork rather then trying to make money for his work.

If you are only doing graphic design to make money then you are just wasting your time.
You say you are new to graphic design but why would anybody go to somebody who just started and pay them 5$ or whatever when they can go to a professional and pay 5$ for something of much higher quality?

Not trying to be mean or anything but if you want to make money as a graphic designer do artwork for free so you can get even more practice then in a year or 2 then maybe you will get to the point where people will actually start paying you for your work.

I've been doing graphic design for nearly 7 years now and only recently started making money for what I do.

You should be starting graphic design as a hobby and not with the soul intent to make money.
