So I had to come up with a solution to this problem myself. I uninstalled Minecraft and reinstalled it. I had my card tested and there was absolutely nothing wrong with it. Something in the Minecraft files became corrupted and it was acting out in the shaders. Everything works perfectly now so anyone Googling this in the future needs to try this first before you go completely bald from pulling your hair out.

This happened on several different internet connections all of which I speed tested and they all came back with healthy speeds. It couldn't have been that.
