How long ago did you make your domain name forward to the IP? DNS's can take a few days to update sometimes.

I do not believe that it would be possible to do in HTML, because HTML is a framework and not a scripting language. All you need to do is have something (a script) ping your server and see if it is online. It would be simple enough to do with an "if" statement. Message me and I could probably do it for you.
