unfortuenatly mojang eradicated all minecarts and theyve been completely obliterated from the game in any meaningful fform so probably not :(

Some apps that I know are FlipaClip and IbisPaint X! FlipaClip is meant for animation and IbisPaint X is made for drawing but can be used for animation too!! Hope this helps. (:
