I would suggest you get on Windows 7 and run either Advance System Care or CCleaner that are both free and give the computer a clean up and if you haven't done anything similar in quite awhile you should get a huge increase.

They won't fix your WiFi card but generally they are plugged in to the motherboard and are easy to replace or you can buy a USB WiFi adapter to use.
