Towny is an excellent plugin!
Factions is all about destroying peoples' bases and killing them and stealing!
(Well I guess it could be played in another way but that's its mostly used).
Towny on the other hand is all about COMMUNITY! Make towns and invite members.
However don't restrict building only in a town because it bugs players. Enable the normal SMP wild building with the optional town to join

BTW I am assuming he griefed a spawn area.
Make sure to use WorldGuard as much as possible and be a little paranoid..like make spawn protected area more than the area of your builds just to ensure protection

May I suggest LogBlock!
I would say its much easier to use and very simple and gets the job done.
The commands are much more flexible than the current plugin you are using.

I would also like to inform that this server is fully dedicated, lag free, no crashes, its not home hosted, we have a good 3 GB ram in the server which is an excellent quantity for a small tight community server .. even the people that normally lag won't lag here
