Developers are called developers because they have to make plugins. I agree.
However, I am only doing my job, and those were my guidelines.

UPDATE

You are allowed to list yourself as Head Developer.

However, at the moment, we are going to put you as Developer until we either release the current Head Developer or he leaves on his own.

In addition, the server is whitelisted. We are not going to give away any IPs to [MEMBER] until we are absolutely sure that we can release it (during construction).

The only servers available are Skyblock and the Lobby (which needs a lot of help).

We strongly suggest that you have Skype, because it is important that we enforce good communications. However, I can deal with emails; I do provide weekly updates regarding plans, notices, etc, so I will try to limit on the spam. (I'll try to make it related to you.)

Why are you qualified to be a developer?
I have been developer on about 5 servers before and head-developer on 3, I know my stuff. I know permissions for PEX and GM, I know commands and plugins to add which will help. I am very committed to my work and do not give up. I take my job seriously and am quite strict. I know the following languages:

Python
HTML
Turtle
Scratch

I Can:
Work Through Config Files & plugin files
Make enjin websites
Configure plugins
Work In game commands well
and make the server community a great place to be!
and many more things

I will help develop the server with plugins as well as Building and many other things to help. I Can Spot report & ban hackers (I have recording and screen shot equipment)

If I do something wrong, I will make it my mission to fix it & will not lie about it not being me. All I ask is that people don't point the blame finger at me for everything that happens.

Ok so you say "but we are looking for at least 30-60 minutes a week" I can smash that by saying 2-4hours every night after school (per day) 4-6 on weekends (per day). Unless, of course, I'm on holiday (vacation), and I have of course got school & lots of homework to do. So That's about 20-23 hours a week.

I suggest this. You can own a server forever with a one-time payment, or have a dynamic server with 2.95 euro a month. (about 3.2 USD?).

Owning is 7.9 for two servers, 38.9 for 10 servers. And it is easy to set up a BungeeCord Network so that you can connect them. However, you can continue paying the small 3 fee if you would like to. Unlimited servers, players, installations, etc. It is way better than server.pro (other than they help you set up the server), and MCPH is overrated for a small starting server.

Try it out! It's worth the small bucks! (You can obviously use QMee to earn extra.)

Bedrock/Discussion [creative] how do I stack items?

Here are some things you can do.

First, grab a chest and place them down.
Second, grab your rails and place them in your hotbar.
Third, open your chests. Creative items are generally already stacked in 64, it just doesn't show on your hotbar.
Fourth, when you switch over to survival, you should see in the chest there is a stack of 64 rails.

Why do you want to be staff? I believe I have three main qualities to be staff. I am very trustworthy. I do not go around abusing my power, and I do not grief. Second, I am mature. I will never say a single cuss word unless I am free to do so, and I respect others decision. Lastly, I am active. I am very active when I am not working (I work as a children's librarian assistant), and I have to be on call every time I have to work.
How could you help the server? As a builder, I plan to expand the spawn and build interesting maps and include detail into the server.
Do you think you would be good at it? I respect all opinions and apply them to my work if it is appropriate.
Have you ever been admin of a server? Jr. Admin on Factions, Builder on Towny
How much can you be online? Very active when not faced with a workload. I am pretty much always on Discord/Skype if needed.
Position: Builder, and after the building is finished, Helper so I can gain experience to become a moderator.
Any other thing you can tell us? I am based from New York. PM for Discord, Skype. I know how to code in Python and Javascript, and develop websites with HTML/CSS. I probably might have used the most WorldEdit than anyone.
