Stop recommending i7s for gaming builds! For gaming you don't need any more than an i5. A 4690k will do just fine. Also, why such a bad HDD? And no SSD? Also, why wifi? All it does it cost more money to be slower.
Well, if you can afford an i7, go with it. WiFi is for YOLO. Why no SSD? They're unnecessary. Maybe if the person swapped out the somewhat expensive Windows 8 for a Linux distro, then they could replace the 160GB harddisk with a similar-sized SSD. And about the WiFi, what if he can't get a wired connection? Some gamers (including myself) can't get a hardwired connection and wireless is feasible. The DVD drive is so that if he buys any games he won't have to worry about not being able to install it, because yes you can buy PC games on disc, it's very rare, but possible. I got my copy of SimCity 2013 on disc, it installed fine. So, there's no reason to take out the ubiquitious DVD drive.
