Yes. I'm 12, and I've been running my server since I was 9. It's pretty freaking fun, and satisfying when you're done.
If you have don't have Windows 10, then you can download the server API from the minecraft website, and a port forwarding program. For mac, use portmap. If you have windows 10, then just use a website.
