Its simply an unused potion there is alot of them heres a list via minecraft wiki

There are 17 unused potions which all appear to be base potions. Below is a list of their names and damage values. Adding multiple of 64 to damage value will result in the same potion. As with other potions, adding 16384 will result in a splash version of given potion. These items can still be obtained by use of the Give Command on Multiplayer Servers.
Clear Potion: 6, 7
Diffuse Potion: 11
Artless Potion: 13
Thin Potion: 14, 15
Bungling Potion: 22, 23
Smooth Potion: 27
Suave Potion: 29
Debonair Potion: 30, 31
Charming Potion: 38, 39
Refined Potion: 43
Cordial Potion: 45
Sparkling Potion: 46, 47
Potent Potion: 48
Rank Potion: 54, 55
Acrid Potion: 59
Gross Potion: 61
Stinky Potion: 62, 63

4) What would you contribute to the team? (i.e What kind of buildings are you good at?, etc)I really enjoy building castles...I listen to music and dont stop until the castle is finished. I also like to build VERY Large creations like towns, cities, Kingdoms, ETC...
I would love to be a mod or admin of a server so we can all help do these amazing builds...I really hope you consider me despite my age i think im very mature.ALSO i do have skype.

I would like to be staff because: Because i generally like being staff to help people and ban people for things they should be banned/kicked for.

Experience being staff: ive been a admin 3 times (Which is why i wan admin its my strong spot) and a Mod 3 times.
I've been playing Minecraft for (Time) Since indev so about 2 years i think .
I can play this many hours:5-10 depending on the day.

Griefer:BAN IMEDIETLY AFTER USING LOGBLOCK
Abusive member: Tell them to stop NOW or ban
(Graphics Team) How often will you be able to make new icons logos and banners when needed?
