Minecraft/Discussion Master Fisherman in Trading Hall won't unlock 3 of his trades

Try breaking and replacing the workstations. The villagers should respond with a green particle effect that indicates they are acquiring the workstations. Sometimes this seems to bug out for some reason.

The answer is only five minutes if the chunks are loaded. As long as the chunks stay unloaded, the items will still be there!

Have you tried uninstalling the mod, launching the game, and then reinstalling to see if this fixes the issue?

This may not be of much help, but there is a video setting with optifine that allows you to specify FPS. You may want to double check to make sure this isn't the problem.
