You can ping ip-address or website to know whether your internet connection to that site from your system is good or not...You can use it for finding the connection strength ...You cannot make a server online or offline by ping.
You can check the Ping of the Internet Connection easily...To check Local LAN Connection Ping by using the Following method
GO to start->run->cmd->Ping ip-address
or you need to check Ping for website from your computer means you can reach here Whoisxy.com and do the Ping test for yahoo,Google etc...

There are many sources available to check the Ping of your connection.You can also check that at by using the Pingtest.net and also using the Command prompt method...You can check ping for Local lan using the method start>Run->command prompt>Ping ip address
You can check the ping for website using the site www.whoisxy.com
