On some points, you are correct, a lot of the content on here is either unoriginal or stolen, and it would be nice if people put more effort into their content. But, the skin you gave as an example, is, in my opinion, decent, there was effort put into the shading and detail, sure, the 'creepy' genre is a bit overused, but otherwise, I saw no serious problem with it.
