Setting up and creating a server, managing and developing it can be done free if the person choose to learn and do it by themselves. Such things usually costs when it comes to asking for "assistance".
I'm not stating that it's wrong to ask for help, but i'm just saying that getting some knowledge by your own will save you from spending more money than you actually need.
By my very own i've managed, setup and created various of servers including minecraft servers, yet instead of paying others to do it for me, i've taken the time to learn and become experienced in what i'm doing (for free). And has been very helpful when it comes to anything related to those exact basic sections.
