Of course it is not for everyone, but I think a combo of gimp and aseperite can be quite enough

I have a graphic designer background and for me Photoshop is the best. Of course it might be a bit more difficult to use, but you have so much freedom. For block i often like to use Aseperite, because you can tile you 16x16 to see how it look close to each other and make it simple to work on. Gimp and paint.net can be some free alternative

I'm almost certain you can't overlay carpet sadly. it work with complete block but when i switch with carpet, it wont work. if you want to know, it would look like this :

matchBlocks=stone
method=overlay
tiles=0-16

connectBlocks=green_carpet

Yeah, also going in private and using my phone to post the update. In the end, I had to post an update then delete it so my previous update finally showed,butbitbstill took some time.
