It is possible for others to control it but i am unsure how sorry. People can also partly control it through the game by commands like /ban or /op or /kick. Im sorry i cant be of much help with this. You should use these plugins for your server:
- Showcase (Shops using slabs it also displays the brick the person is selling)
- Factions (Create actions with land claimable you already know this i believe?)
- World Edit ( I am actually not sure of this one i have used it just dunno all the things to it)
- Ranks ( Rank for peopel like admin or co-owner or moderator or plugins manager)
- Mobdisguise ( this is a cool one you can turn yourself into almost any mob and hide amoung the mobs so you can observer without anyone knowing)
- Warp ( Easy to get to places far away teleports you to a set location in the warp list)
-/tpa (sends a request to teleport to another player i found that alot of people like to use this)
Also if your looking for people to help create the map i will be glad to help construct the spawn locations or shops and other builds like towns.
