So, I go to the config and edit it, then restart the server and the plots should change, or do I have to create another plot world for it to work?

You can use the factions plugin and view a tutorial;

You can set your config in Multiverse to per-world inventories by downloading both;

Yes. We are currently developing a quests server (still deciding on if it should just be a survival server), and then after we're going to work on getting Prison finished.
