I use Skindex too! I recently downloaded Blockbench though, and it's been really helpful for making and easily editing skins. Definitely recommend! I'd also suggest instead of starting from scratch, you find a few other skins or Minecraft items you really like, figure out what you like about them, then use that as a guide while designing your own skin. For example, if you love the Minecraft cactus and you're a big techno fan, you could use the game's official color pallette from the cactus item to make the base of your skin, then you can add accessories like a crown to add some character. That being said, I'm more into writing data packs than creating textures and I don't consider myself a pro at making skins, so take my advice with a grain of salt. I hope this helps though!
