1) A new user comes on the sever, after half an hour someone reports that they have seen him flying and
that he has NOT been given the rank of Moderator or higher.
1:you ask him if he is flying if yes ask to stop, if no go to 2
2:become vanished and see if he is flying if so jail, if he gets out go to 3
3:ban the usernam and ip so he cant do it anymore
2) Two players are talking in chat when one of them starts to spam.
