Yes! The dragon head item uses the same texture as the dragon entity.

Want to make sure people have the best experience using the skin.
I compiled the main skin and the eye layer into one resource pack for easier use.
Using the default mob skin packs that PMCSkin3D provides doesn't work, as the eye layer's transparency makes the whole dragon transparent, and furthermore doesn't get rid of the eye layer.
