The body of a fallen Enderman left to Wither away in the Soul Sands of the Nether has given rise to this nightmarish creature who now mindlessly wanders the hellish wastes forever unable to rest not unlike the lesser undead of the Minecraft world

(conceptually it could give the player a "withering teleportation" debuff upon hitting them like the wither effect given by the normal wither skeleton but with the addition of the new effect randomly teleporting the player whenever they are damaged by it)
